Covert campaign against freedom of information, by Philippe Quéau
Information in the "public domain" is under-exploited in many cases, precisely because it is public.
Yet, just as the technological explosion offers the hope of more opportunities to produce and distribute information and knowledge, a coalition of pressure groups is being formed, determined to reduce the public domain yet further, increase the inroads of the private sector and destroy the balance between owners of intellectual property rights and users.
Various projects, such as the Global Information Alliance (5) or the initiative for a global digital library, are seeking to increase the accessibility of information in the public domain.

It grants citizens the right to seek the release of information that is not already public through an uncomplicated request process (Article 40), with a right to appeal an agency’s decision to deny information (Article 49), and the right to take the case to court in the event that the appeal is denied (Article 59).
In order for Mexico’s new freedom of information act to become enforceable, the same civil society groups that organized and fought for the law must now mobilize to educate people on how to use it in their favor.
