Funded by an endowment from the Molson Foundation, the prizes are administered by the Canada Council for the Arts in cooperation with the Social Sciences and Humanities Research Council of Canada.
Members of the board of the Canada Council for the Arts and the Social Sciences and Humanities Research Council are not eligible to be considered for this prize during the course of their terms as members nor for six months following the end of their term.
The two laureates are chosen by a single, multidisciplinary peer assessment committee co-chaired by the Chairman of the Canada Council for the Arts and the President of the Social Sciences and Humanities Research Council of Canada.

When the Canada Council was created in 1957, its mandate was to support both the arts and sciences; although this changed with the creation of separate research councils for the engineering natural sciences, the social sciences and humanities and the health sciences, the Canada Council retained responsibility for the Killam program.
The Canada Council for the Arts, in addition to its principal role of promoting and fostering the arts in Canada, administers and awards nearly 100 prizes and fellowships in the arts, humanities, natural and health sciences, engineering and communication technologies.

Moreover, she said, it would make the nation's galleries and curators, rather than the council's juries of peers, responsible for initial decisions about which bodies of work were eligible for funding.

In addition to its mandate to foster and promote the arts, the Canada Council for the Arts has been assigned responsibility for the Canadian Commission for the United Nations Educational, Scientific and Cultural Organization (UNESCO) (Subsection 8(2), Order-in-Council PC 1957-831), in conformity with the constitution of UNESCO.

The first one was we got a lecture on Canadian art by Maureen Flynn-Burhoe, who talked about the changing of art and the impact the Canada Council has on Canadian artists today.
We also talked about how if it wasn't for the funding provided by the Canada Council to inspiring artists for more than forty years, today's artistic skill would be greatly lessened.
Without the Canada Council and Dr. Shirley Thomson, I'm sure that Canada's art scene could not be recognized.
