For the purpose of fee calculation, a part-time student member of the student association shall be equivalent to half (.5) that which constitutes a full-time (1.0) student member of the student association.
A student association’s FTE shall be confirmed by documentation from the office of the Registrar of the institution at which the student association is located.
A student association’s TAGR calculation shall include revenues gleaned through student association operations and services; membership dues; and, corporate sponsorship.  A student association’s TAGR shall be confirmed by documentation from the audited financial statements submitted by the student association.

The Canadian Alliance of Student Associations (CASA) was formed in 1995, by several post-secondary institutions students' unions who had withdrawn from the Canadian Federation of Students (CFS) in a dispute over its policies and organizational structure.
In 1998, Patrick Fitzpatrick, the former Acting National Director of CASA, was convicted of defrauding the lobby group of a "sum not exceeding $5000" [1].
The Students' Society of McGill University's Legislative Council voted unanimously to leave CASA on November 3rd, 2005 after CASA failed to implement the recommendations of the Winds are Changing Again document [6].

Therefore, rising costs and student debt loads are producing a system that puts socio-economic status ahead of academic qualifications and makes it difficult for less privileged Canadians to pursue their goals.
Therefore, it seems that for many students their ability to pay, rather than their interest or qualifications, is the determining factor as to whether or not they obtain a post-secondary degree.
