With regards to being professional, yes we are a professional league.
The CSA, as is the OSA, is responsible for professional soccer.
On average I believe an A-League team is a tenth of the budget of an MLS team; and the CPSL is a tenth of the budget of an A-League team; and a senior amateur team is a tenth of the budget of a CPSL team.

 Pro Soccer in London, Ontario
Prior to the early 90's pro level soccer in London was limited to participation by the London German-Canadians and London City in the 70's and then London Marconi in the 80's in the semi-pro southern Ontario based National Soccer league.
After the demise of the North American Soccer league in early 1985 and the failure of the short-lived Canadian Professional Soccer league in 1983, a new national pro league called the Canadian Soccer League was formed in Canada the summer after the national team appeared in the 1986 World Cup finals in Mexico.
The league boasted about being the first pro league from coast to coast but the travel expenses that this created due to the need for air travel after most of the western teams had left the league made its eventual demise almost inevitable as the North American economy was moving into an economic recession.

 Regional Canadian Soccer Leagues
In a country as vast as Canada the geographical extent of viable amateur and semi-pro soccer leagues is going to be limited to the distance that can comfortably be travelled in a single round trip by bus or car during the players time away from their regular jobs on weekends.
In February 2000 KPMG concluded that such a league was "risky and highly speculative" due to the lack of several key components that would be required for it to be successful and that "Without firm financial commitment/guarantee, the financial viability of the league would be in question from Day One".
The one concrete change that might survive all the recent turmoil within Canadian soccer is that an annual Open Cup tournament may be lanched to provide a national champion for possible future participation in the CONCACAF Champions Cup although progress on that appears to be stalled.
