Special Report on CSIS and Globalisation: CSIS Motivations
The Canadian Security Intelligence Service (CSIS), a domestic intelligence organisation under the authority of the federal Department of the Solicitor General, is responsible for collection, analyses, production, and dissemination of national security intelligence.
Because of limited resources, Canadian funding decisions for security programs (anti-terrorism, organized crime, etc) are based on the likelihood of a specified event or activity actually taking place, not the country's overall vulnerability to civil disturbances.
The existence of coordination among various departments and the intelligence community through the interdepartmental committee on security and intelligence, and monitoring by the Security and Intelligence Coordinator within the Privy Council Office, has not proven to be an effective collegial forum.

The RCMP Security Service should be disbanded, McDonald concluded, and a new separate, civilian organization put in its place to ensure that security intelligence activities were effective, and at the same time carried out in accordance with the rule of law and accountable to government.
Security intelligence activities are on the increase in other parts of the government, in large measure because of the evolving nature of international threats to Canadians.
Canadians decided twenty years ago that they would not tolerate a security intelligence agency, irrespective of its goals or achievements, that did not act within the law and in accordance with widely accepted principles of democracy and governmental responsibility.

Security agencies at Seattle, however, were caught off-guard by the large number of demonstrators and scope of representation, combined with the use of sophisticated methods and technology that effectively shut down the Conference.
While security agencies must know the nature of the opposition they are facing and be prepared, they must be careful of the form and extent of their response.
Sound intelligence arrangements will be crucial to the successful implementation of precautionary measures, especially to avoid errors of over- or under-commitment of resources and to preclude draconian responses or steps which would promote violent reactions from protesters.

CSIS 1993 Public Report - English   (Site not responding. Last check: 2007-11-03)
Although this 1993 report begins with a broad overview of the current security intelligence environment, its primary purpose is to outline the nature of the threat to the public safety of Canadians, by which is meant, essentially, the threat of terrorism, the Service's foremost concern at the present time.
The Service's mandate relative to economic espionage is to collect information, investigate where necessary and report to government on the threat posed by this type of activity.
CSIS is very much concerned with attempts by intelligence services and others to gain access to technology or expertise that might be of use in the development of nuclear or other weapons of mass destruction, as well as missile-related means of their delivery.

Alleged Toronto terrorist cell included Canadian Security Intelligence Service mole - Looking Glass News
While Shaikh, the CSIS mole, led the camp, members of the Canadian Armed Forces’ elite special operations force were deployed a few minutes’ helicopter ride away, on the chance that Canada’s security establishment decided this was the time to stage the “smashing” of the alleged terrorist cell.
At the very least, the confirmation that a CSIS mole was operating within the alleged Toronto terrorist cell raises anew the question of the extent to which many of their alleged activities, including the attempted purchase of explosive ingredients, were not only facilitated by the authorities’ deliberate inaction, but also suggested and encouraged by them.
Given Shaikh’s longstanding and lucrative ties to Canada’s security forces and the importance the authorities have attached to this case, it is unlikely he would have acted without their approval or encouragement.

Often overlooked in the discussion of emerging security intelligence issues is the challenge of contending with religious movements whose defining characteristic is an adherence to non-traditional spiritual belief systems.
This tends to lead to their physical, social and psychological withdrawal, intensifying a leader’s power and increasing the homogenization and dependency of the followers.
Another potential threat lies in members who are already involved in the political process; the Solar Temple’s roster included the mayor of a Canadian town and a provincial government official.
