By the end of 1920, however, the momentum propelling Canada towards adoption of unemployment insurance had dissipated as a result of political changes within the ruling Conservative Party, the after-effects of the Winnipeg General Strike of the previous year and the generally deteriorating economic situation.
The Employment and Social Insurance Act was passed in 1935, followed by a federal election in which the Conservative Bennett government was defeated by Mackenzie King's Liberals.
