By-elections can be held between general elections when seats become vacant.
However, prior to 1997, elections averaged much longer: aside from the 47 day campaign in 1993, the shortest election period after World War II was 57 days and many were over 60 days in length.
Much speculation has surrounded how long of the campaign for the 39th Canadian federal election would be especially as it became certain the election would be called in the weeks preceding Christmas 2005.

Liberal Party of Quebec   (Site not responding. Last check: 2007-09-21)
It traditionally supports Canadian federalism, as opposed to Quebec sovereignty, and the role of government in the economy, although in recent years its economic policies have moved towards neoliberalism.
This mirrored the situation in Ottawa, where the arrival of Wilfrid Laurier in the 1896 federal election marked the beginning of Liberal dominance at the federal level.
Since the election of April 14, 2003, the Liberals have formed the current government of Quebec under Premier Jean Charest, a former federal Progressive Conservative cabinet minister and leader.

Two general elections and the defeat of four ministries within three years had done nothing to solve the difficulties of the situation.
Federal rights were to be safeguarded against the provincial governments, always jealous of their privileges.
Entering politics at the dreariest and least profitable stage in Canadian history, he took the foremost part in the movement which made of Canada a nation; he guided that nation through the nebulous stages of its existence, and left it united, strong and vigorous, a monument to his patriotic and far-sighted statesmanship.

Parliament of Australia:Senate:Publications - Can Responsible Government Surive In Australia?
In a federation, the division of powers between the various governments is a frequent source of dispute, and in the early years the Privy Council showed a remarkable bias towards the provinces, creating some surprising consequential powers to add to the specific powers given to the provinces under the 1867 Constitution.
Federation was recovered from the grave, or perhaps from limbo, largely by the activities of the Australian Natives Association[17] and the Federation Leagues.
The federal government took no notice, and a request to the UK Parliament was pigeon-holed by being referred to a committee of the two houses, which (after two years) declared itself incompetent to consider the Western Australian petition.

Later, in May, 1879, the Irish Catholic Colonization Association of the United States was established at Chicago, under the auspices of various archbishops, with the co-operation of eminent Irish Catholic laymen, and during the ensuing decade it assisted many immigrants to find homes in the Western states.
Although the principal of freedom of religion was definitely incorporated in the Federal Constitution, yet so persistent and obstinate was this prejudice that it found expression in the original constitutions of various of the states which made the profession of the Protestant religion a condition of holding office in the Government.
As a result of the activities of these associations, Irish Catholics in many parts of the country, almost alone among all classes of the population, were subjected to insult and oppression and were made the victims of mob violence, their dwellings demolished, their families made homeless, their churches and convents fired, and their clergy ill-treated.

As well, the militia officers sitting in parliament were wary of the increase in the regular forces that resulted from the new schools, for it meant that there was less money for the amateur soldiers under their command.
