Elections Canada defines a third party as "a person or group, other than a candidate, registered party or electoral district association of a registered party," and requires that they be registered if they spend $500 or more in election advertising expenses.

The Canadian federal election, 2004 (more formally, the 38th General Election), was held on June 28, 2004 to elect members of the 38th Parliament of the Canadian House of Commons.
Although the election was initially widely expected to be a relatively easy romp for Martin to a fourth consecutive Liberal majority government, during the campaign many began instead to predict a far more closely-fought election after the Sponsorship scandal broke out.
On election day, polling times were arranged to allow results from most provinces to be announced more or less simultaneously, with the exception of Atlantic Canada, whose results were known before the close of polling in other provinces.

The Canadian federal election of 1993 (officially, the 35th general election) was held on October 25 of that year to elect members of the 35th Parliament of the Canadian House of Commons.
The 1988 election had been almost wholly focused on the issue of the Free Trade Agreement with the United States, and similarly, the 1993 election was preceded by the agreement on the North American Free Trade Agreement (NAFTA).
This election, like all previous Canadian elections, was conducted under a single-member plurality (or first past the post) system in which the country was carved into 295 electoral districts, or ridings, with each one electing one representative to the House of Commons.

Considering the general tendency of the current Conservative Party to mimic the ideas and policies of the US Republican Party, especially in the past couple of years, there's an overall tone of going back south on bended knee to fix "problems" which have arisen.
A problem with Canadian defense is that nobody wants to try procurement; the Liberals have hemmed and hawed over replacing the Sea Kings with helicopters which were invented after the discovery of fire, but the Conservatives have pledged to kill any Liberal replacement programs as well.
The general tone of the platform is the first thing; it campaigns on hostility, on a "vote us because they're bad" platform, rather than propping up proposals on their own merits as the Liberals and (as we'll largely find with the next post) the NDP both tend to do.

The reason is becasue then canadians will know that some Liberals members were responcible for the sponcership scandle, and be able to make a more informed decision.
Who cares when the election is? If a majority of the population (and parties) lost trust in the goverment it's time for new (early) elections.
I would agree to have an election if the current governement was leading the country the ruin, but it is not the case.
