Canlaon City Mayor Judith Cardenas, and two city department heads are facing charges for violation of Administrative Order 3 that prohibits the acquisition and use by government offices of luxury vehicles.
The charges were filed by Lea Alcallar, head of the Canlaon People's Rights Movement, who said that Mayor Cardenas, Maria Luisa Luza and Juliano Montero, Canlaon city treasurer and accountant, respectively, had violated the order prohibiting the acquisition and use by government office of luxury vehicles for buying a Nissan Frontier pick-up worth P1 million.
The case was filed before Edito Anemecio of the city prosecutor's office in Cebu City on Dec. 17 and was addressed to Primo Miro, deputy Ombudsman to the Visayas, Cebu City.

He also cleared Canlaon City treasurer Maria Luisa Luza and city accountant Juliano Montero of any wrongdoing in the transaction.
The case came from a complaint filed by the Canlaon People's Rights Movement, led by Lea Acallar, after the city government purchased a Nissan Frontier pickup for the Canlaon City government on August 29, 2002, particularly for the use of Cardenas.

Resolution No. 162, Series of 2002 of the Sangguniang Panlungsod of Canlaon City, approved by Mayor Judith Cardenas, states that “after perusal of the premises cited in the said letter, the body was convinced that the standpoint of Honorable Makati City Mayor Jejomar C. Binay deserves the support of all LGUs.”
