Messengers were sent to secure the assistance of the Canninefates, another Germanic tribe, living on the same island, and others to try the fidelity of the Batavian cohorts, which had formerly served in Britain, and were now stationed at Magontiacum, as a part of the Roman army on the Rhine.
The Canninefates chose Brinno for their chief ; and he, having joined to himself the Frisii, a nation beyond the Rhine, attacked the furthest winter quarters of the Romans, and compelled them to retire from their forts.
At the head of the Canninefates, Frisii, and Batavi, he engaged the Romans on the bank of the Rhine.

Among the Canninefates there was a certain Brinno, a man of a certain stolid bravery and of distinguished birth.
Claudius Labeo, prefect of the Batavian horse, who had been the rival of Civilis in some local contest, was sent away into the country of the Frisii; to kill him might be to give offence to his countrymen, while to keep him with the army might be to sow the seeds of discord.
See how I, the prefect of a single cohort, with the Batavians and the Canninefates, a mere fraction of Gaul, have destroyed their vast but useless camps, or are pressing them with the close blockade of famine and the sword.

 Frisians - LoveToKnow 1911
As regards their geographical position Ptolemy states that they inhabited the coast above the Bructeri as far as the Ems, while Tacitus speaks of them as adjacent to the Rhine.
But there is some reason for believing that the part of Holland which lies to the west of the Zuider Zee was at first inhabited by a different people, the Canninefates, a sister tribe to the Batavi.
In connexion with the movements of the migration period the Frisians are hardly ever mentioned, though some of them are said to have surrendered to the Roman prince Constantius about the year 293.

Finding his artifice unsuccessful, Civilis tried force instead, forming the Canninefates, Frisii and Batavi into three separate columns.[283] The Roman line faced them in position near the Rhine bank.[284] They had brought their ships there after the burning of the forts, and these were now turned with their prows towards the enemy.
Soon after the engagement began a Tungrian cohort deserted to Civilis, and the Romans were so startled by this unexpected treachery that they were cut to pieces by their allies and their enemies combined.
Look at me! I have only a single cohort under my command, and yet with the Canninefates and Batavi, a mere fraction of the Gallic peoples, I am engaged in destroying their great useless camp and besieging them with famine and the sword.

 Tacitus - HISTORIES
[4.16] Civilis, thinking that he must proceed by craft, actually blamed the prefects for having deserted the forts, saying that he would himself, with the cohort under his command, quell the disturbance among the Canninefates, and that they had better return to their respective winter quarters.
The legion was, however, marched overland under the command of Fabius Priscus into the territory of the Nervii and Tungri, and these two states were allowed to capitulate.
The Canninefates, taking the offensive, attacked our fleet, and the larger part of the ships was either sunk or captured.

In the Rhine delta and to the south and west of the Rhine, the Romans set up the same administrative organizations as those found in other parts of Gaul.
The Low Countries formed part of the provinces of Belgica and Germania Inferior (later Belgica Secunda and Germania Secunda), which themselves were subdivided into civitates: in Belgica, those of the Morini, Menapii, Treveri, Tungri, and possibly the Toxandri; in Germania Inferior, those of the Batavi, Canninefates, and Cugerni.
Because of the later adoption by the church of the division into civitates, a number of centres of the civitates have become the seats of bishoprics; among these are Thérouanne, Tournai, Tongeren (Tongres), and Trier (Trèves).

The Canninefates destroyed the greater part of a Roman fleet, and defeated a body of the Nervii, who, after submitting to Fabius Priscus, the Roman legate, had of their own accord attacked their former allies.
Having renewed his army from Germany, Civilis encamped at Vetera Castra, whither Cerealis also marched with increased forces, both leaders being eager for a decisive battle.

The second tribe the Canninefates covered the west-coast of the Netherlands.
They partly fell under the Roman reign, and they were loyal allies to the Romans, supplying them with soldiers for there auxiliaries.
The Canninefates were a rather small and minor tribe, who were almost the same as there slightly bigger neighbors, the Batavians.

 TOGODUMNUS ADMINIUS
Adminius fled to Gaius Caligula in AD40, taking with him a wealth of local knowledge and valuable military and political intelligence.
It is said that he managed to persuade the unstable young emperor to cease the operations he was then conducting against the Canninefates in Lower Germany and to divert his attention to Britain, where, he said, the political and economic situation was ripe for his intervention.
This is probably only half the truth, because some pre-planning, at the logistical level seems to have taken place, for where did the troopships come from that were to take Gaius and his army to Britain.
