Canon 889 explicates the phrase "duly and reasonably" by stating that each and every baptized person is capable of receiving the sacrament of confirmation who has the use of reason, is suitably instructed, is rightly disposed and is able to renew his baptismal promises.
Canon 890 says that Christ’s faithful are bound to receive confirmation at a suitable time; and that parents, and also pastors of souls, are bound to see to it that they are properly instructed so that they may receive the sacrament at the proper time.
Canon 1737, ยง1 states: "One who claims to have been injured by a decree can make recourse for any just reason to the hierarchical superior of the one who issued the decree." There are a number of steps in the process which must be taken in proper order and within the established time limits.

 Canon, Canon Law
In some Christian churches, canon is also an ecclesiastical title given to the clergy attached to a cathedral church or to certain types of priests living under a semimonastic rule, such as the Augustinians.
Its 543 canons are organized in three parts: "The Christian Faithful," "The Hierarchical Constitution of the Church," and "Institutes [communities] of Consecrated Life and Societies of Apostolic Life." Among the Christian faithful a distinction is made between clergy and laity, and their respective rights and duties are spelled out.
The canons prescribe the proper minister for each, the necessary dispositions on the part of the recipient, and the ceremonial to be observed.

Lawyers, civil and canon, are trained to advise people about how to exercise their rights and to fulfill their obligations in accord with law.
For suggestions on how to use canon lawyers let's divide Catholics into three groups: those who are in authority (such as diocesan bishops and parish pastors), those who directly assist Church leaders (such as diocesan or parish staff, or members of councils), and the laity of the Church, especially parishioners.
Canon law can help explain what those changes were (or were not), which in turn can help lay people live their lives as members of God's holy people with more understanding and effectiveness.

Once we accept the reality that penalties have a legitimate—though we hope limited—function in the life of the Church, then we must define precisely what an ecclesiastical penalty is. In secular law, a penalty is the deprivation of life, liberty or property by proper authority, preceded by due process of law.
Since canon law permits the establishment of other unnamed expiatory penalties by universal or local law, their number could be, at least in theory and in consideration of the endless variations in local circumstances, virtually limitless.
What canon 1353 is saying is this: As we have seen, a ferendae sententiae penalty is imposed by judicial sentence or, in cases where the law permits, by administrative decree.
