These capabilities are a partitioning of the all powerful root privilege into a set of distinct privileges (but look at securelevel emulation to find out that this isn't necessary the whole truth).
The inheritable capabilities are the capabilities of the current process that should be inherited by a program executed by the current process.
Emulating the parts of 2.0 securelevel that restricts things that are normally not restricted means that the capabilites in the kernel has to have a set of capabilities that are usually _on_ for a normal process (note that this breaks the explanation that capabilities are a partitioning of the root privileges).

Journal of Business Logistics: Strategic logistics capabilities for competitive advantage and firm success   (Site not responding. Last check: 2007-11-07)
Capabilities or distinctive competencies have been defined in the literature as those attributes, abilities, organizational processes, knowledge, and skills that allow a firm to achieve superior performance and sustained competitive advantage over competitors.3 These two terms of "capabilities" and "distinctive competencies" are often used interchangeably in the literature.
As recommended by previous capability literature, multiple measures of profitability and growth are utilized for greater depth of understanding and increased confidence in any results.15 Also, both company performance and performance relative to competitors are employed.
Data were collected on the perceived importance of strategic logistics capabilities for firm success, the actual implementation of such logistics capabilities, and measures of both firm performance and firm performance relative to competitors.

The aim of the Capabilities Programme is to ensure that a robust infrastructure of response is in place to deal rapidly, effectively and flexibly with the consequences of civil devastation and widespread disaster inflicted as a result of conventional or non-conventional disruptive activity.
The newly established regional resilience teams in each of the Government Offices for the Regions are responsible for co-ordinating activity at the local (local authority or police force) area, and for communications between workstream leaders at the national level on the one hand and local authorities and first responders on the other.
The Capabilities Programme is intended to cover the whole of the United Kingdom, including Scotland, Wales and Northern Ireland (the devolved administrations).

 What is a Capability, Anyway?
Capabilities have a formal, mathematically sound model that can be (and has been) used to prove their security.
In both capability and ACL systems, the second problem can be solved by creating a new login for the same user and selectively copying into the new account those personal documents that the user should retain access to.
In capability systems, another solution is possible: build a software-enforced special compartment that prevents the documents from being copied out of the compartment, and only let the user access those documents inside the compartment.

 From Objects to Capabilities
In a pure capability operating system, such as KeyKOS [Hardy85] or EROS [Shapiro99], a process's only source of authority is the capabilities that it holds.
A capability is normally thought of as a pairing of a designated process with a set of services that the process provides.
The capability model is, in a sense, the object model taken to its logical extreme.

A capability system is an operating system or hardware system in which protection is enforced by capabilities.
Capabilities (which contain the descriptors) can be passed directly from one program to another; the open step is unnecessary.
In a capability design, it is not possible for a capability-protected program to open up your electronic check processing file and post a new check made out to the program author unless you permit it by granting access to the object holding the check records.

Every time new client capability information is sent in a cookie as part of the client's request, the server spends precious cycles generating content for that client request.
Among the types of information client capabilities provides are screen resolution, screen dimensions, available bandwidth, cookies or Java support, color depth, language, as well as components currently installed on the client.
Once the Browser Capabilities component is created, all client capability information retrieved from the preceding client-side script is accessible as properties of the component.

Assessing Your Organization's Innovation Capabilities -- Clayton M. Christensen full-text article   (Site not responding. Last check: 2007-11-07)
The organizations just didn't have the capability to react to what their employees and leaders saw, in a way that enabled them to keep pace with required changes.
The reasons why innovation often seems to be so difficult for established firms is that they employ highly capable people and then set them to work within processes and values that weren't designed to facilitate success with the task at hand.
Ensuring that capable people are ensconced in capable organizations is a major management responsibility in an age such as ours, when the ability to cope with accelerating change has become so critical..

These capabilities -- which I will lump together under the heading of reflexive capabilities -- are an essential part of a complete technological base for molecular manufacturing.
Reflexive capabilities are, if anything, more important to this goal than the ability, by itself, to manipulate matter at the molecular scale.

Yolanda Gil and Jim Blythe: How can a structured representation of capabilities help in planning?   (Site not responding. Last check: 2007-11-07)
In order to support a wide range of planning-related activities, we argue that plan and action representations must move to a more expressive language for goals and capabilities than is found in most current systems.
A structured representation for capabilities can make explicit a hierarchy of capabilities based on subsumption, which results in benefits for reasoning, representing, and acquiring operators and plans.
We present a structured representation of capabilities and a subsumption-based matcher for it.

The application MUST NOT append a capabilities annotation to later messages unless its capabilities have changed (e.g., the value of the 'ext' has changed as described above) and MUST NOT send the annotation to entities from which it has received presence.
Also, an application MUST NOT send the capabilities annotation to entities which are in a user's roster (or equivalent entity store, as in a gateway) with subscription='both' or subscription='to' (since presence would have been received from these entities if they were online).
If capabilities information has not been received from another entity, an application MUST assume that the other entity does not support capabilities.
