  UNU-EHS :: Capacity Building
Capacity building is one of the core activities carried out by UNU-EHS.
There are three main avenues for delivering capacity building: through academic activities; through training programmes; and through project-based activities to develop capacities of institutions.
Using its own capacities and operating through networks that include other academic, research and governmental and non-governmental organisations, knowledge is systematically exchanged between large numbers of individuals.

Capacity building is the process whereby a community equips itself to undertake the necessary functions of governance and service provision in a sustainable fashion.
Capacity building is not only constrained to officials and technicians but must also include the general awareness of the local population regarding their services and development in general.
Capacity building is only ever a process of building on the innate skills and abilities which exist within the community.

 About Capacity Building
Capacity building is defined as the "process of developing and strengthening the skills, instincts, abilities, processes and resources that organizations and communities need to survive, adapt, and thrive in the fast-changing world."
The following explanation of capacity building, the actors in the field, and its relationship with organizational effectiveness is excerpted from Evaluation of Capacity Building: Lessons from the Field by Deborah Linnell, published by the Alliance for Nonprofit Management.
Capacity building, capacity itself, and organizational effectiveness are all related, but they are not the same.

Capacity building, that is, strengthening organizations, is but one aspect of solidifying civil society in the world.
Defining capacity building as "the creation, expansion, or upgrading of a stock of desired qualities and features called capabilities that could be continually drawn on over time," the author points out that capacity building is not just a new name for training and development, though those educational efforts are a component of it.

Capacity building consists first and foremost in engendering and encouraging institutional relationships between the organisations, institutions and other actors in the field of climate change, who are gathered together as a country working group.
Capacity building projects, if they are to succeed and contribute in a lasting way, must reject the linear and discontinuous thinking that can characterise the project before it is placed in the context of actual implementation.

BUILDING SUSTAINABLE CAPACITY: CHALLENGES FOR THE PUBLIC SECTOR   (Site not responding. Last check: 2007-10-20)
Thus, indicators of capacity must be sought primarily in assessments of the quality of organizational performance and constraints on it rather than in assessments of the ultimate impact of the activities undertaken--improved economic and social indicators, for example.
Building capacity does not mean that, for any given task, there is no capacity in existence; the term equally has the connotation of "building up," strengthening, and developing.
The inherent centrality of capacity to manage the economy effectively, the concern about the weakness or lack of such capacity, and the prominence it has had in capacity building efforts are the reasons for choosing it as one of two functions in the current study.

 Training & Capacity Building Program
Conservation is carried out by people, either working individually or as part of an institution, but a lack of human and institutional capacity to plan, implement and evaluate conservation activities is a critical constraint on conservation efforts.
As part of the WCS commitment to capacity building, the Training and Capacity Building Program (TCBP) was created in 2004 to promote, support and coordinate the extensive capacity building work being carried out across all WCS field programs and projects.
Support includes carrying out training and capacity building needs assessments, working with field programs to develop comprehensive yet realistic capacity building strategies and plans linked to overall conservation objectives, and evaluating capacity building activities to identify when and how these objectives are achieved.

Conscious of the limited impact of its capacity building support in the face of Africa’s still-weak public sectors, the Bank has progressively broadened its support to include the strengthening of public institutions, with emphasis in Africa on public financial management, decentralization, and governance.
Many capacity building activities are founded on inadequate needs assessments and lack appropriate sequencing of measures aimed at institutional and organizational change and individual skill building.
Although capacity building is a stated corporate priority, most activities lack standard quality assurance processes at the design stage, and capacity building interventions are not routinely tracked, monitored, and evaluated.

Capacity Building in the Agricultural Sector in Africa
The heightened attention given to capacity building in Africa reflects a concern that development is hindered by widespread weakness in the institutions responsible for implementing development programs.
But capacity building, broadly defined, also includes the effect of government policies on the capacity of institutions and actors outside government—for example, policy reforms that enhance the capacity of the private sector, the other main component of Bank strategy, can also be described as capacity building.
The essence of capacity building is sustainability—the creation of institutions and practices that continue to perform after a project is completed.

Introduction to strengthening civil society, capacity building and organisational development
Capacity building projects are often seen as a means of providing NGOs with the tools they need to effectively deliver programmes or services, and of ensuring the ability of recipients to demonstrate accountability for the financial aid received.
However, insights from over fifty years of experience suggest that conventional types of capacity building have often failed to bring about improvements in organisational effectiveness, performance, and accountability.
