		But board member Carlito David, majority floor leader of the Tarlac provincial board, said granting the request would require the revocation of an earlier resolution that allowed the operation of the landfill only for use of CDC locators and the towns of Capas, Concepcion and Bamban and Tarlac City.
		Since 1999, the project has been the subject of protests in Tarlac province as residents fear that the garbage of Metro Manila will be dumped at the landfill.
