		Capelo, the incumbent, said during the last election, his opponent, Robert Pate, criticized him for not standing up for the doctors and tort reform legislation.
		When asked when the medical malpractice rates will go down, Capelo said most of the medical liability insurance policies in place in September when the new law went into affect, have not expired and 60-65 percent of the doctors should see at least a 12 percent reduction in their new rates.
		Capelo also said car insurance legislation needs to be studied to find a way to keep people from dropping their liability insurance and causing the rest of the drivers to have to pay when the uninsured are in collisions.

		The dismissal, filed Monday by U.S. District Judge John D. Rainey, essentially clears Capelo and Rodriguez of allegations that they conspired to defraud 20 police officers out of settlement money that was part of a lawsuit stemming from a 1997 explosion at the local Citgo refinery.
		Capelo's attorney, James Harris, said the ruling means Capelo no longer has to worry about the federal lawsuit, which was brought after allegations arose that Capelo accepted a $100,000 kickback from Rodriguez in exchange for settling the police lawsuit against Citgo, whom he represented.
		Capelo and Rodriguez acknowledge a $100,000 check changed hands but say it was a referral fee for a medical malpractice case, and that the check was a clerical error and should have been for $10,000.
