The Cowichan Valley Regional District of British Columbia is on the southern part of Vancouver Island, bordered by the Nanaimo and Alberni-Clayoquot Regional Districts to the north and northwest, and by the Capital Regional District to the south and east.
As of the 2001 Census, the Regional District had a population of 71,998.
The Cowichan Valley Regional District covers an area between the Stuart Channel and Saanich Inlet on the east coast of Vancouver Island and the southern part of the West Coast Trail, with Cowichan Lake located in its central region.

Because of the distances between district offices, the deficiency of a master child index for the Capital Regional District, and the multiple ancillary documents to the Child Health Record which are filed separately, average retrieval time for an out-of-office record is commonly two weeks.
If the child goes to school in a health district other than the district of origin, the CHR is withdrawn from the file at origin and "signed out" to the appropriate district office which has jurisdiction over the school.

 Private Prosecution of Capital Regional District - Background
The Capital Regional District is being taken to court by the UFAWU because of the union's concerns about ongoing damage to fish and shellfish habitat by the continued dumping of untreated sewage.
However, Environment Canada and the provincial Ministry of Environment have been pressing the CRD for years to implement primary sewage treatment immediately, and to follow that with secondary treatment within 15 years.
Had the District complied with those requests, the region would now have secondary sewage treatment and would no longer be in the embarrassing position of being one of the region's worst marine polluters.

Last spring when hundreds of people complained about the CRD's proposal to ban off-leash dogs from Thetis Lake and two adjacent parks, a dog owner representative was invited to join the advisory group in revising the plan.
Although the CRD calls it an agreement, this plan is going forward without the endorsement of the one dog owner representative.
The CRD Parks staff will be presenting the "agreement" to the CRD Parks Board Committee at the next scheduled Parks Committee Meeting in early June.

Local arts groups, unhappy with the state of the building, are pressuring the CRD to build them a new arts centre and demolish the building.
What is particularly upsetting is the dismissal of the federal heritage designation as "silly" and "spurious." As Hallmark Society members discovered at the December 1999 meeting there are plans to upgrade the facility to remedy some of the problems.
