Capitol Hill is amazing, tons of second hand and buy,sell,trade vintage stores (my favorites include: the red light district, crossroads trading co., atlas clothing [which isn’t directly on capitol hill but walking distance just off Broadway]).
I love Seattle (it is my hometown, after all), and NYC has it’s drawbacks, but Cap Hill is the closest thing I’ve got to a synthesis.
