The Capitol Police Board, with the approval of the Committee on House Oversight of the House of Representatives and the Committee on Rules and Administration of the Senate, acting jointly, shall, by contract or otherwise, provide for such unified payroll administration.
The Chief of Capitol Police shall serve in an ex-officio capacity and be a non-voting member of the Board.

 Capitol Police powers studied - The Washington Times: Metropolitan
Spitzer noted that the Capitol Police ultimately are answerable to Congress through a police board that includes Chief Gainer, the architect of the Capitol and the sergeants-at-arms of the House and Senate.
If Capitol Police obtain arrest powers in other jurisdictions, he said, he would expect to see a civilian complaint review board put into place to monitor the way officers interact with citizens.
Capitol Police Chief Terrance W. Gainer has proposed expanding those powers throughout the city and into Anne Arundel, Montgomery, Prince George's, Howard and Frederick counties in Maryland, and into Arlington, Alexandria, Fairfax, Loudoun and Prince William counties in Virginia.

Under a provision first enacted in 1971, officers of the Capitol Police, defined as all personnel of the rank of lieutenant and higher, including inspector, were eligible for overtime pay for additional hours worked "only upon a determination of the Capitol Police Board" with respect to the additional hours of duty of such officers.
Officers of the Capitol Police at the rank of lieutenant and higher are eligible for overtime pay or compensatory leave under certain circumstances.
Chief Gainer stated that these matters were discussed with the USCP Board prior to the decision.

(1) The Capitol Police Board shall prescribe, by regulation, a unified leave system for members and civilian employees of the Capitol Police which shall apply to both members and employees whose appointing authority is an officer of the Senate and members and employees whose appointing authority is an officer of the House of Representatives.
(1) Upon the approval of the Capitol Police Board, a member or civilian employee of the Capitol Police who is separated from service may be paid a lump sum payment for the accrued annual leave of the member or civilian employee.
(F) shall be paid only after the Chairman of the Capitol Police Board certifies the applicable period of leave to the Secretary of the Senate or the Chief Administrative Officer of the House of Representatives, as appropriate.

However, he stated that he expressed his concerns to some members of the USCP Board about the appropriateness of this system for salaried employees, as well as concerns regarding the high compensatory leave balances of certain USCP employees.

(A) the citation power described in subsection (b) of section 23–1110 of the District of Columbia Code shall be exercised by such member of the Capitol Police in the same manner as by an official of the Metropolitan Police Department; and

The Congressional Black Caucus (CBC) responded to the officers’ complaints with a letter June 26 to Chief Gainer and members of the U.S. Capitol Police Board.
Chief Terrance W. Gainer of the Capitol Police was unavailable for comment.
Officer Field allegedly was punished because, in a break room full of officers at lunch, he did not have his radio on, even though, he said, there is no clear requirement that officers keep their radios on while they are off duty during their uncompensated lunch breaks.

The problem with witness intimidation was exemplified by the 1994 killings of FBI personnel right in the heart of downtown Washington, where a relative of one suspect entered the main police headquarters building bent on revenge and intimidation, and proceded to single-handedly wipe out most of the personnel involved in dealing with, specifically, unclosed cases.

Prince George's County Police say the man who allegedly beat his friend to death with a baseball bat this week has turned himself in.
