They chose the name "The Capitol Steps" for their group based on a sex scandal earlier that year, in which Congressman John Jenrette had trysted with his wife on the steps of the Capitol building.
With the election of George Herbert Walker Bush in 1988, the Capitol Steps expanded their repertoire of material to include new foreign policy, such as the United States invasion of Panama, as well as local gaffes, such as Bush's declaration of September 7 as Pearl Harbor Day.
