Capitola's early development is directly associated with Frederick A. Hihn, an entrepreneur and gold-seeker born in Germany.

CAPITOLA — County officials are considering posting Capitola Beach with semi-permanent polluted-water warnings, but city officials worry the signs would scare the public unnecessarily.
Because of the potential hazard, the county Environmental Health Services agency has been posting permanent signs during the summer, warning visitors the "creek water may be contaminated and unsafe for bodily contact." The agency now is considering posting the warnings every spring, too.
But Capitola Mayor Tony Gualtieri is concerned the signs will deter visitors, even when the water is safe.
