Capstans are rotating spindles used to move recording tape through the mechanism of a tape recorder.
The tape is threaded between the capstan and a rubber-covered wheel, called a "pinch roller", which presses against the capstan, thus pulling the tape.
The alternative to capstan drive, simply driving the tape takeup reel (which was used on some cheap tape recorders), causes problems both with the speed difference between a full and empty reel and with speed variations as described.

You can determine if the capstan motor is the cause of the problem by operating the deck in a quiet location.
Looking at the rear of the capstan motor you will see a screw head which approximately 10mm in diameter, this is actually a grub screw with an outer locking ring.
The grub screw is the capstan height adjustment, you should make a note of the position of the top of the capstan before you make any adjustments (hint, use the pinch roller as a reference).
