Hobson arrived at the Bay of Islands on January 29, 1840 with a small group of officials, including an Executive Council comprised of the Colonial Secretary Willoughby Shortland, Colonial Treasurer George Cooper and Attorney-General Francis Fisher.
Upon arrival Hobson almost immediately drafted the Treaty of Waitangi together his secretary James Freeeman and Busby.
On May 21, in response to the settlers at Port Nicholson (later Wellington) who were laying out a new town under the flag of the independent New Zealand, he asserted British sovereignty over the whole of New Zealand, despite the incompleteness of the Treaty signing effort.

But before Hobson could set out, some decision had to be reached as to the manner whereby the territory, if ceded, might be administered.
Hobson arrived at the Bay of Islands on the morning of 29 January.
But before Bunbury had time to return, Hobson forced the issue by proclaiming on 21 May 1840 that, by virtue of the rights and powers ceded to the Crown by the Treaty of Waitangi, the sovereignty of the Queen was established over the whole of the North Island.

The Treaty of Waitangi was first proposed by Captain William Hobson on his return to Britain from his first visit to New Zealand.
Henry Williams, a missionary, translated the text into Maori, and gave a verbal explanation at the initial signing.
For some people the spirit is one of the joining of two peoples to become one, or as Hobson himself said on the day of the first signing, "Now we are one people".

Captain William Hobson (served 1840-42) reached New Zealand early in 1840.
In 1841 New Zealand became a separate Crown colony with Hobson as governor.
In 1917, partway through the term of Lord Liverpool (1912-20), the title of governor was further upgraded to governor-general.
