I have a front Euro plate with the MO state issued plate in the rear.
So if the state issued plate isn't on the bumper when it should be, it doesn't matter if you have a europlate or none at all...it's not legal.
I believe the actual diplomats have Diplomatic Plates on their cars, not the standard issue plate from whatever country they are from.
