Applicants introduced the affidavit evidence of seven residents of the former electoral district of Acadie-Bathurst attesting to the strong linguistic, historic, social and administrative ties that exist in that riding and the relative absence of such ties with Miramichi.
Under Act, paragraphs 15(1)(a) and (b), commissions are required to consider a reasonable departure from the electoral quota to recognize the community of interest and identity in or the historical pattern of an electoral district as well as to maintain a manageable geographic size for districts in sparsely populated, rural or northern regions.
The Commission decided that, by transferring the parishes from the electoral district of Acadie-Bathurst to the electoral district of Miramichi, it was respecting the community of interest in the parishes.

The New Brunswick electoral redistribution of 1973 was the most radical change of electoral districts in the history of New Brunswick.
Under this redistribution, New Brunswick changed from a bloc voting electoral system to first past the post.
As the number of members per district had been re-evaluated as recently as 1967, the number of members was not changed and multi-member districts were simply subdivided to form single-member districts.
