Carbonadium was the Soviets' attempt to recreate the artificial alloy known as adamantium.
This vampiric tendency was once essential to Omega Red's survival; the carbonadium implants, while great offensive weapons, slowly poisoned him and he was required to regularly drain the life energy of a person, or perhaps taking small amounts from larger numbers of individuals, in order to temporarily sustain his immune system.
In order to stabilize his condition, Omega Red requires the "carbonadium synthesizer," a device that was stolen by Wolverine, Maverick, and Sabretooth during their final mission together as "Team X" sometime during the 1960s.

They stole my shit and since I would kill myself if I tried to use my death spore attack I was useless so the SIA froze me. I was unfrozen in the early 90's by this dude who wanted me to kick the shit out of Wolverine.
When I found Wolverine he didn't know where the carbonadium synthesizer was because he had no memory of his past or something about his Weapon X days.

From a design standpoint, Omega Red is Jim Lee product through-and-through, and looks like a lot of over-the-top characters from comics in the early '90s: he's got white skin, oversized shoulder pads, a goofy ponytail, and funky boots with spiked kneepads.
His arms feature holes in the forearms for his carbonadium tentacles to stick in, although in the comics they emanated from his palms.
On a figure with this much articulation, I doubt his palms would support the cumbersome coils, which are re-used from the coils that come packaged with the Sentinel, which is incidentally the "build-a-figure" in this ML wave.

As a poster stated earlier I Omega reds tendrils are made of the stuff and to my knowledge is the only marvel character to use it and he does use it to drain the life force from his victims.

Note that the Web Throw / Carbonadium Coil attacks will not connect unless they combo it or have just hit their enemy with an attack within the last second or so, due to the effects of the Super Armor.
This means that they cannot be launched or sweeped (and Spidey cannot connect with his Web Throw; nor can Blackheart connect with his HK demons, or Omega Red connect with his Carbonadium Coils).
It's considerably easier to do in the air than on the ground (but it is possible with practice).
