In some situations, the starship may be required to render aide to large numbers of people where rapid response is of the utmost importance, and the sickbay facilities are unable to handle such a load.
The very nature of a starship's duties often require the vessel and crew to be taken into less then ideal circumstances that can vary well lead to the destruction of the entire vehicle spaceframe.

The punishment for the rebellion was severe, as entire Cardassian cities fell overnight, with the death of nearly a billion, but this single action turned the war in the allies favour, and the Dominion's days in the Alpha Quadrant were ultimately numbered...

Initially the Cardassians wanted to also develop a much larger, more powerful design to oppose the Ambassador and Akira and the upcoming Nebula design, but this proved to beyond their resources and the project was dropped in its early stages.
This conflict clearly emphasized the Cardassian fleets inferiority; some three hundred Galor class ships were destroyed within less than a week at the hands of the Klingon fleet.
The Cardassians planned to produce the Keldon in huge numbers to compensate for this - over three hundred were planned, but the difficulties suffered by Cardassia in the last few years have made this more a fond hope than a realistic plan.

When the starships Yamaguchi and Bellerophon rushed to rescue their trapped sister ships, they too were destroyed along with numerous other starships entering the combat zone.
With so many starships assigned to long-range missions of exploration, Starfleet was left with fewer ships for defense duties in the Federation core systems, weakening their relative position with neighboring races, including the Cardassian Union.
Construction of new starships was accelerated, but it took several years for Starfleet to return to previous deployment levels.

Furthermore, the crewed ships built and/or launched during the Dominion War would be sent back to the shipyards in order to receive the science and research facilities that were initially forgone in order to expedite their construction.
Furthermore, it was not unusual for newly built ships to be assigned the names and registry numbers of destroyed vessels to confound enemy intelligence assessments.
In addition, given how badly the Dominion and its allies fared during the war (especially given the need of the Jem'Hadar and the Breen to "hide" behind the Cardassians), I increased their losses by an order of magnitude or two.

In order to get around this problem, attempts are made in the year 2371 to utilize a subspace relay platform 70000 light years away, in the Idran system, at the Gamma Quadrant end of the wormhole.
The purpose of the relay is to enable Gamma Quadrant colonies, such as New Bajor, and starships on missions through the wormhole, to communicate with the Alpha Quadrant directly through the wormhole, and also to act as early warning of an invasion by Dominion forces.
Dejar, a member of the Cardassian secret service, the Obsidian Order, is instructed to sabotage the platform, but her covert actions end up diverting a silithium-rich comet into the mouth of the wormhole.

Even if we assume that construction rates are doubled for subsequent starships of the same line, it would still take them at leasty 2 years to build a single GCS at a typical shipyard.
Its size is unknown but since its cavernous interior is designed to hold starships, it is doubtful that it is significantly different in size from the two aforementioned similar starbases.
This chart (which presumably does not include the activities of their allies, the Dominion) indicates that the Cardassian Union produces approximately 80 capital ships per year, 350 fighters, and 450 "heavy penetrators", which are apparently long-range strategic smart missiles.

This is an uncomfortable situation for Capitan Picard, the Enterprise Commander, and his starship, where the probability of an unacceptable danger to self is 0.90 plus the minimum of 0.10 and the result of multiplying 0.025 by the total number of starships that are harmful and operated by Cardassians.
Also, the Romulan and two of the Cardassian starships are within a range at which they can harm the Enterprise, whereas the other Cardassian starship is too far away to inflict any harm.

Flare Sci-Fi Forums: You're the Admiral! Sector Gamma
-Following the Dominion War, a splinter factions of Cardassians who followed the ideals of their old military dictatorship (as opposed to whatever civilian government is in charge now) came to the sector, installed themselves as the leaders of the local Cardassian colonies, and declared themselves an independent nation.
The Cardassians have been relatively quiet since the war, engaging in trade with the other systems but not encouraging cooperation with the Federation or other major powers.
Given the proximity to Cardassian territory (as indicated on the map that crossed my desk while I was shooting down those Driian bastards in Sector Beta -- yeah, I'm bitter!), I was expecting that Sector Gamma would be a region laid waste by the war.
