Cardinal Desmond Connell of Dublin eventually stripped Walsh of his clerical title but did not notify police until years later - an omission that victims and their advocates believe allowed the priest to seek more victims.
Diocesan officials say they are frustrated by the backlash against Connell since he was actually among the first leaders in Ireland's church to recognize the damage these cases were causing, and was the first prelate in Ireland to move to deal forcefully with the problem by establishing guidelines in 1995.
Connell angered many in Ireland recently when he implied that the Ferns investigation was sufficient and seemed to be dismissive of the state investigation.

It has been widely believed that the Cardinals resignation would not be accepted until it could be clear that it was not a reaction or response to the scandals of abuse.
Cardinal Connell has spoken of the pain he has felt about clerical sexual abuse; he is reported as saying that the whole problem has blighted his tenure as Archbishop.

A PLANNED protest march by victims of clerical child sex abuse to demand the resignation of Catholic Cardinal Desmond Connell was called off last night after fresh assurances by the cardinal that he would do all he could to end the scourge of paedophile priests.
In another first for the cardinal, he issued a statement that the archdiocese was "co-operating fully" with the gardaĆ­ in their investigations into paedophile priests and the hierarchy's handling of the problem.
In the past, the cardinal had said he was co-operating but used the absence of the word "fully" as a get-out clause when evidence was produced to the contrary.
