This "created something akin to a ratings agency for politicians' positions on moral values issues." Emma Bonino, a leader of the Radical Party, which led successful referendum battles to legalize divorce and abortion, is one of the few high-ups who aggressively challenges Ruini.
Prodi ignored the Cardinal's call to boycott the June referendum, saying he was "a grown-up Catholic and I'm going to vote." But Prodi has since been more careful.

Simply running an ordinary pairwise tally and then falling back on the sum of cardinal ratings scores in the event of a majority rule cycle seems to be unsatisfactory.

Range voting - Wikipedia, the free encyclopedia
Range voting (also called ratings summation, average voting, cardinal ratings, 0–99 voting, or the score system or point system) is a voting system for one-seat elections under which voters score each candidate, the scores are added up, and the candidate with the highest score wins.
Range voting uses a ratings ballot; that is, each voter rates each candidate with a number within a specified range, such as 0 to 99 or 1 to 5.
Another method of counting ratings ballots is to find the median score of each candidate, and elect the candidate with the highest median score (see Median Ratings).

American Chronicle: Approval Voting - could it work?
Cardinal Ratings, also known as Range Voting, allows a voter to rate each candidate with a number in some specified range such as 0 to 10.
It has been shown that Cardinal Ratings is equivalent to Approval Voting when voters are rationally strategic--that is, it is always to a voter's advantage to vote each candidate at one of the extremes, so an electorate of rational voters would act as if they were voting in an Approval election.
The primary advantage of Approval Voting over Cardinal Ratings is the simpler ballot and relative ease of voting equipment conversion.
