Cardinals are appointed by the Pope, generally choosing bishops who head departments of the Roman Curia or important episcopal sees, Latin or Eastern, throughout the world.
Recently, the Church is criticized for its opposition to scientific research in fields such as embryonic stem cell research, which the Church teaches would cause the utilitarian destruction of a human being, or simply put, an act of murder.
The Church is convinced it is not free to change this practice, which is traced back to Jesus' choice of apostles, and to the practice of the apostles and their successors, and has declared the matter closed for discussion, the latest declaration being John Paul II's Ordinatio Sacerdotalis in 1994.

The Holy Roman Emperor was, with some variation, the ruler of the Holy Roman Empire, the predecessor of modern Germany, during its existence from the 10th century until its collapse in 1806.
The title of "emperor" was considered to have passed from the Romans to the Frankish kingdom when, in AD 800, Pope Leo III crowned Charlemagne, king of the Franks, emperor in exchange for the protection of the church.
Until 1508, the King of the Romans, who was elected by a group of princes later known as electors, became emperor when he was crowned by the pope in Rome, after which he remained king (a title with functions in feudal law).

On 5 January 2002 he was nominated by the Holy Father as Archbishop of Venice, entering upon that duty on 3 March.

Revised regulations for the government of the Church during a vacancy of the Holy See and for the election of a pope were published 22 February 1996, in an apostolic constitution entitled "Universi Dominici Gregis" ("Of the Lord's Whole Flock").
The camerlengo of Holy Roman Church (to be distinguished from the camerlengo of the College of Cardinals) was often a cardinal, but this became mandatory only in the 15th century.
As confirmed by Pope John Paul II in the Apostolic Constitution "Universi Dominici Gregis" of February 1996, the camerlengo of Holy Roman Church and the major penitentiary are the only two heads of curial offices whose functions do not cease during the "sede vacante." In fact, those of the camerlengo actually increase during this period.

 St. Valentine
In the 12th century, the Roman city gate known in ancient times as the Porta Flaminia (now known as the Porta del Popolo) was known as the Gate of St. Valentine.
The church is noted for having the relics of Saint Valentine, which were donated to the church in the 19th century by Pope Gregory XVI from their previous location in the cemetery of St. Hippolytus in Rome.
During a major renovation in the church in the 1950s/60s they were returned to prominence with an altar and shrine being constructed to house them and enable them to be venerated.

The first Valentine was a Roman priest martyred under the Emperor Claudius II in 269 or 270 AD, the second was a Bishop of Terni killed in the same century, and little is known of the third who died in Africa.
Legend, no doubt embellished if not entirely fictional, has it that the Roman Valentine resisted an edict of the Emperor forbidding the marriage of young men bound for military service, for which offence he was put to death.
Unlike most other surviving inner city churches in Dublin, Whitefriar Street always seems to be busy, and as well as the shrine to St Valentine, there are shrines to the Black Madonna and St Albert.
