In my tank, I have angelfish with various shoaling fish - cardinals, fl neon tetras, blue emperor tetras, lemon tetras, fl and red phantom tetras - all of which are too big to fit into the angelfish's mouth.
The bottle is red with gold cap and some chinese words on the label and a picture of a cardinal tetra and a guppy.
I'm not too sure about cardinal tetras, but in the wild, one of the angel fish food is neon tetra.

The Cardinal Tetra, though similar in appearance, is a bit more gaudy with Its' red coloring runs the whole length of the body, and a bit more delicate.
The Neon Tetras are somewhat less demanding in their water conditions than the Cardinal Tetras but they should have peat-filtered water.
So I would suggest to the tetra buyers to have the filter tube be more to the very top of the aquarium and not near the bottom to keep these fishes from dying.

I've put the tetra in quarantine, and added melafix and pimafix, as I didn't know what the problem was for sure and figured this would at least help with the fins.
Provide a well balanced diet for the cardinal (which you are) and make sure you keep up on water changes.
But given tetras can be fairly delicate, if those two medications will do, I'm inclined to use them in lieu of other meds.
