If I were playing Cardolan I would move Earnil's army towards Cargash hoping to meet armies which it could destroy and destroy any population center it comes across, recruit at all available population centers, and create an emissary.
Cardolan can build up armies faster than any other nation, and in a prolonged war of attrition, it will come out on top.
Cardolan's production should be used to generate more income to keep the armies growing.

Cardolan was the name of an area in the south of Arnor where some of the exiled Númenóreans settled (ORPTA p291, Simarillion p321).
Rhudaur was a hilly region in the north-east of Arnor and Eriador and it too was a centre of Númenórean settlement and later became one of the three kingdoms of a divided Arnor.
The frontier of Cardolan and Arthedain, running along the Weather Hills, the Great Road and the lower Hoarewell, was thenceforth garrisoned in strength by those kingdoms and held in defence for many years.
