Carl Hayden, as he was known in politics, was arguably the single most important individual in shaping Arizona's rapid growth from a sparsely settled, arid frontier territory near the beginning of the twentieth century to a modern urban state in the last half of the century.
As a twenty-five-year-old Carl Hayden travelled to Washington to lobby for the Salt River Project as Congress debated the Federal Reclamation Act in 1902.

 Moving Waters: The Colorado River and the West
Central to Hayden's efforts in the service of his Arizona constituents was the development and use of the Colorado River, the controversial interstate stream that serves the needs of seven basin states (Arizona, California, Nevada, Utah, Colorado, Wyoming, and New Mexico) and Mexico.
While Hayden developed a renowned expertise in the field of federal reclamation, he could also boast of several other areas of legislative proficiency that aided the growth and development as well as the conservation and preservation of the American West.
Hayden, for example, was one of the great leaders in federal highway legislation, co-authoring the New Deal measure, the Hayden-Cartwright Act of 1934, which established the formula for the distribution of federal aid for highways to the states on the basis of area rather than population.

This web site provides access to the text of biographical essays that were written or compiled by Senator Carl Hayden during his legendary career in the US Senate and the US House of Representatives.
Hayden compiled lists of pioneers from the 1860, 1864 and 1870 U.S. Censuses for the Arizona/New Mexico and Arizona territories and began collecting data on each of the names listed for the geographic area that eventually became the state of Arizona.
The Carl Hayden Papers also contain a substantial quantity of raw research materials on territorial Arizona that may have been used in the production of the biographies but were kept separately from the Pioneer Biographical Files.

Hayden began his political national career when he was elected to the U.S. House of Representatives in 1911 to represent the new state when statehood became official in 1912.
Hayden fought during his entire political career to see to it that water was fairly distributed and that Arizona received a fair share of water resources in order to sustain agriculture and drinking water for the state’s residents.
In 1968 Hayden’s fight for water was won when President Lyndon B. Johnson signed into law, the Central Arizona Project (CAP), which allowed Arizona to receive the water necessary to supply the states agricultural industry and to provide Arizona with the ability to become competitive in the U.S. agricultural markets.
