Ensuring that every voter in New Brunswick has his or her voice heard equitably at election time is not an easy task, and the Commission faced a number of challenges in redrawing the electoral boundaries in the province.
For the purposes of this electoral boundary adjustment, the Commission believes it is justified to allow a larger population in urban electoral districts because of their smaller geographic size.
The community of Bathurst is the Anglophone portion of an electoral district that is 84 percent Francophone and 15 percent Anglophone.

With a view to remedying the electoral district's population variance while respecting public input, the Commission's final recommendation adds to the electoral district portions of Restigouche, Gloucester and Kent counties, increasing the population and reducing its variance to —14 percent, a reduced population justified under the Act by the electoral district's large geographic area.
The Miramichi electoral district is representative of the province's bilingual character in that the population in terms of both official languages was and remains almost exactly the same as the population province-wide.
The electoral district will remain one of the smallest federal electoral districts in terms of population with a negative population variance of 13 percent, a justified and reasonable variance given the rural nature of the electoral district, its dispersed population and geographic challenges impacting on access to and availability of elected representatives.

The Electoral Boundaries and Representation Act requires the Electoral Boundary and Representation Commission to establish the electoral quotient for the province by dividing the total population by the total number of electoral districts.
According to the 2001 Census, the population of New Brunswick was 729,498.
In more simple terms, no electoral district may have more than a 2001 Census population of 14,589 and only in "extraordinary circumstances" may the population of an electoral district be less than 11,937.

In the four southern-most counties of the district, the count was inverted, with Coler polling an eleven hundred majority in Shelby County, the most southern of the counties.
