Cesar in an exclusive interview with The Standard-Times said the commission will begin to take shape in March and will work as a branch of the regional government to keep the ties between the Mid-Atlantic islands and the overseas communities strong.
Cesar said that many of the intricacies of the new commission are still to be worked out, but he feels by this summer Azoreans living in the United States will have a better idea of how the commission will operate and how they can make their concerns known to the Azorean government.
Cesar, the first Socialist Party President to serve in the Azores, was visiting Washington for the inauguration of President Clinton on Monday.

Born Carlos Cesar Arana Castaneda, in Sao Paolo, Brazil, the author migrated to the USA in 1951 and studied anthropology at the University of California.
It was during one of his research trips to Mexico in 1960 that he came across don Juan Matus, a Yaqui Indian shaman, who practiced an ancient system of sorcery.
The death certificate also lists him as never married though, according to Margaret Runyan (author of A Magical Journey with Carlos Castaneda), she was married to Castaneda from 1960 to 1973.
