Lleras Restrepo, Carlos, 1908-94, president of Colombia (1966-70).
The son of a well-known bacteriologist, he was a lawyer and economist who served in a number of government posts in the 1930s and 1940s.
As president, Lleras Restrepo won acclaim by sharply reducing the rate of inflation, diversifying the country's ailing one-crop (coffee) economy, restoring the balance of payments, and instituting a land reform program.

The Lleras Restrepo administration improved the balance of payments situation through a program of export diversification, through which exports other than coffee more than doubled between 1966 and 1970.

The likelihood is that Lleras Restrepo will win the presidency against a divided opposition next May. He might even be able to do something for Colombia—if he gets the chance.

The PL supporters of Julio César Turbay, who was closely linked to López Michelsen (1974-78), received more than 1.5 million votes, as compared with 800,000 for supporters of Carlos Lleras Restrepo, a highly respected former Liberal president (in office 1966-70).
Turbay narrowly defeated the Conservative candidate Betancur in the June 1978 presidential elections, in which only 39 percent of the electorate voted.
His election was helped not only by endorsements from four former Liberal presidents--Alberto Lleras Camargo (1945-46; 1958-62), Lleras Restrepo, López Michelsen, and Turbay--but also by fears of a spread in public violence following Betancur's failure to pacify the country's guerrilla movements and his liberal reforms of the penal system.
