Absent from the swearing in ceremony at the Palace in Valletta yesterday were former ministers Antoine Mifsud Bonnici, Michael Refalo, Josef Bonnici and parliamentary secretary George Hyzler.
Mifsud Bonnici was not appointed to a cabinet post despite being elected, while Refalo, Bonnici and Hyzler failed to get elected on Saturday.
Asked about the demotion of Antoine Mifsud Bonnici, who was parliamentary secretary in the outgoing administration, Fenech Adami thanked the veteran politician for his 11-year service but defended the decision taken, citing "changed circumstances" as a reason.

On 2nd May, 1982, Dr Carmelo Mifsud Bonnici was co-opted to Parliament after the resignation of Labour M.P. Mr Paul Xuereb and appointed Minister of Labour and Social Services.
Dr Carmelo Mifsud Bonnici was sworn in as Prime Minister on 22nd December, 1984, following the announcement of Mr Dom Mintoff's resignation on the same day in Parliament.
Dr Carmelo Mifsud Bonnici, a bachelor, has two sisters and three brothers, one of whom is a Nationalist member of Parliament and another is an Archpriest.

Parliamentary Secretary at the Justice and Home Affairs Ministry Carmelo Mifsud Bonnici rejected claims by the Malta Labour Party’s (MLP) that the recently revised court tariffs hindered citizens' free access to justice.
Dr Mifsud Bonnici rebated that filing a case at the arbitration centre cost Lm10.
Dr Mifsud Bonnici also spoke mandates banning individuals from leaving the country, saying that the tariffs had only increased from Lm 25, to Lm 75 for ships.

Wardens are only exempt from this procedure in cases where the person is caught committing a offence by speed cameras, for reasons of over-speeding and reckless driving and when he is threatened, assaulted or confronted by a hostile motorist.
However in these cases, the ticket should be delivered by mail within two days from the day on which the person was caught committing the act, Dr. Mifsud Bonnici explained.
With this new measure, claims of tickets being issued somewhat erratically or of people being unaware of being booked can be resolved at source, he said.

Maltacom had claimed that contrary to what Challenge 2000 said, the company had made more progress than most entities, both public and private.
