DAVAO CITY -- A Moro Islamic Liberation Front (MILF) official said they want the case of their field commander suspected of being involved in the Davao twin bombings investigated by the joint MILF-government coordinating committee on the cessation of hostilities (CCCH).
Anselmo Pinili, Davao del Norte Police provincial director, told Sun.Star that Cacinto was not arrested for his alleged involvement in the twin bombings but because of two standing warrants of arrest for other crimes.

The parcels of land that have been exempted by the DAR from the Comprehensive Agrarian Reform Program were the subject of land disputes that have been previously decided in favor of farmers in the area.
One of the grounds of Tadeco in its appeal, dated June 3, 2002, was that 38 hectares of the disputed property was planted to bamboo instead of banana and is actually a second growth area with an 18 percent slope.
In contrast, Dela Cruz said, the decisions of the various levels of DAR offices in Davao del Norte and Mindanao in favor of farmer-beneficiaries were based on on-site findings and due course, and were even upheld by the Darco headed by previous agrarian reform secretaries.

The case of Carmen serves as an example to local government units around the Philippines and Asia-Pacific that with the right combination of administrative structures, institutional capacity building, and coordination with centralized agencies, input from the local level into large-scale disaster management projects can lead to successful mitigation of disasters.
In fact, Carmen's MDCC is one of a handful of such local councils with 25% membership from the non-government and private sectors, as mandated by the Local Government Code.
This article is based on a research trip undertaken by the author in January 1998 to the municipality of Carmen, Davao del Norte, in partial fulfillment of her master's course from the Massachusetts Institute of Technology.
