It did not take long for Mollari to realized that Cartagia was insane, especially after he learned from a disfigured Morden that Cartagia had allowed the Shadows, reeling from the events on Z'ha'dum, to establish a base on the Centauri homeworld.
Cartagia proceeded to torture and punish G'Kar, whose refusal to give Cartagia the satisfaction of a scream became an obsession, to the point where he had him lashed nearly to the point of death.
However, Cartagia went into a fit of madness about how this was not part of his destiny, and, reacting to being told to quiet down by Mollari, turned and punched him, knocking the device away.

Londo asks Cartagia if it's true, since he's heard nothing about it, and Cartagia confirms that it is. When Morden tells Londo that, during the last war, they put ships on planets so that their fleet could never be entirely destroyed, Londo asks Morden if the ships will be leaving.
Cartagia reasons that, when he becomes a god, his subjects will not be able to live without him, therefore, if he takes them all with him, no one will be sad when he dies.
When Cartagia arrives, annoyed at being summoned on such short notice, Londo tells Cartagia that, while he thinks that the emperor's coming godhood is a momentous event, he thinks that others should see his greatness.

Cartagia are two blokes (Tony Penn is the other one), some synths, some computers, a pretty good voice and some impressive songs.
Displaying why Cartagia could go on to much bigger things, this attention-grabbing sound didn't rely upon dance floor tactics and high BPM backing tracks but purely on the strength of their songwriting.
Traces of various influences can be sensed in Cartagia's music, but their own genuine talent ensures that it never falls into sad hero worshipping that simply imitates (poorly) that which inspired it.

Centauri Emperor Turhan's nephew Cartagia became the puppet emperor of Centauri Prime in 2259 as a result of the political machinations of Londo Mollari and Lord Refa.
During the trial of Londo made an attempt to kill Cartagia with a neurotoxin, but in the end it was Vir who injected the Emperor with the poison.
When Londo Mollari had Cartagia killed in 2261, there was no heir to the throne and the Centaurum decided to appoint a regent until a new emperor could be chosen from outside the family.

When Michael Garibaldi was kidnapped, G'Kar went searching for him, only to be captured by Centauri forces and taken to Centauri Prime.
Mollari approached G'Kar in secret and explained that Cartagia was sadistic and insane, and that the fate of both the Narn and Centauri people depended on his removal from the throne.
G'Kar agreed, and the plot was successful, albeit with Mollari's aide Vir Cotto killing Cartagia.

The Cartagia character on B5 was based (I believe) on Caligula and Nero of the "I caldius" series.
Cartagia didn't have a Keeper (that's what those little controlling parasites are called) on him - he didn't need one since he was such a total nutcase that the Shadows associate Mr Morden and Lord Refa could easily manipulate him into doing what they wanted with a promise of elevation to god-hood.
Cartagia's delusions are the summation of his thoughts and desires both pro and con.

In Born to the Purple, Londo asks Vir, "What do you want, you moon-faced assassin of joy?" Vir has turned out to be an assassin, and by killing Cartagia, Vir has undone some of the damage that began when Londo first answered Morden's question, "What do you want?" in Signs and Portents.
