Mr Uteem was nominated to his first formal leadership position in politics in 1969 when he was elected at the Municipal Elections to serve as Councillor of the City of Port Louis.
In 1976 Cassam Uteem was elected Member of the Mauritian Parliament and was successively re-elected in 1982, 1983, 1987 and 1991.

Cassam Uteem was forced to resign Friday from the largely honorary post of president after twice refusing to sign into law the controversial anti-terrorism bill passed by parliament.
Uteem said after tendering his resignation that the bill contained "clauses that threaten human rights and that call into question the country's sovereignty."
It was first passed by parliament on February 4, in the absence of the opposition, which boycotted the vote after a motion to delay debates was rejected.
