Casti Connubii was not just a condemnation of the doctrinal reversal of the Anglicans (soon to be imitated by nearly all Protestant churches).
Casti Connubii likewise affirms the unchanging, procreative purpose of marriage: "The primary end of marriage is the procreation and education of children." This does not exclude other purposes of marriage, such as love and mutual support.
Casti Connubii affirms that children are not a curse to be scraped from a mother's womb, but a blessing.

This is the doctrine of Holy Scripture; this is the constant tradition of the Universal Church; this the solemn definition of the sacred Council of Trent, which declares and establishes from the words of Holy Writ itself that God is the Author of the perpetual stability of the marriage bond, its unity and its firmness.
Casti Connubii makes it very clear that the primary end of marriage is the procreation and the education of children.
The duty of Catholic philosophy is to present to the world arguments from reason that reinforce faith to underscore the truth of the traditional teaching of the Church in regard to the earthly reign of Christ the King leading ultimately to a Kingdom not of this world.

The teaching of "Casti Connubii" was being seriously muted and undermined, and the result was that more and more Catholics accommodated themselves to the dominant contracepting culture.
While Pope Paul VI reaffirmed the teaching of "Casti Connubii" in "Humanae Vitae," he did not use the same strength of language.
Inexpensive copies of "Casti Connubii" are available from the Daughters of St. Paul, 50 St. Paul's Avenue, Boston MA 02130.

Humanae Vitae certainly is not perfect (though I think it quite excellent in many respects) and Galvin ably establishes that Casti Connubii has strengths that Humanae Vitae does not.
Indeed, according to Galvin's principles (excellent arguments persuade), if Casti Connubii had been so excellent Humanae Vitae (or a better document) shouldn't have been necessary; Catholics should already have been persuaded.
From his arguments, it is possible to think that Galvin believes Pope Paul VI would have done better to have reissued Casti Connubii.

Reading the signs of their times, Pope Pius XI in Casti connubii (December 31, 1930) and Pope Paul VI in Humanae vitae (July 25, 1968) both address the sanctity of marriage and the family, with special emphasis on the principal threat against them in modern times: artificial birth control.
In modern times, society’s gradual acceptance of artificial birth control, which strikes at the heart of marriage and the family, may be illustrated by a look to the Anglican Communion.

In recent times, She has had to address increasing attacks on the sanctity of the marriage act, starting with Pope Pius XI’s Encyclical Casti Connubii (On Christian Marriage, 1930), written in response to the Anglican Council of Lambeth’s declaration that artificial birth control was licit.
Continuing on from section 11, section 12 of Casti Connubii sets up the importance of the unitive and procreative significance of the marriage act.
This particular doctrine, often expounded by the Magisterium of the Church, is based on the inseparable connection, established by God, which man on his own initiative may not break, between the unitive significance and the procreative significance which are both inherent to the marriage act.
