He basically deconstructs the notion of dar al harb, dar al islam, etc and constructs a new category called dar al shahadah (or something like that...i am away from home...so no access to my book).
However, when there is no dar al Islam, except lands in which Muslims live, then it is hard to use the ruling of living only in Muslim countries, because none of countries has the shariah implemented, so there is no Dar al Islam.
Tariq Ramadan gives a very interesting perspective on this topic in his book western muslims and the future of islam.
