TIA PulseOnline July 2002, Standards Update: TIA Approves Category 6 Telecommunications Standard for Publication
Category 6 cabling recognizes advances in cabling technology and is designed to be backward compatible with Categories 3, 5 and 5e.
When different category components are mixed with Category 6 components, the resultant cabling will satisfy the category transmission requirements of the lower performing component.
The new Category 6 standard specifies requirements for 100-ohm balanced twisted-pair cables, connecting hardware, patch cords, channels, and permanent links and provides test procedures for laboratory and field performance verification over the frequency range of 1 to 250 MHz.

 De-Mystifying Category 5, 5e, 6, and 7 Performance Specifications - Siemon
For category 6/class E cabling topologies, it has been agreed that the 8-position modular jack interface shall be the mandatory work area interface to be consistent with existing category/class requirements.
Category 6/class E specifications will be backward compatible meaning that applications running on lower categories/classes will be supported by the category 6/class E infrastructure.
It is strongly recommended that new category 5 cabling installations be specified to satisfy the minimum requirements of this document and it is expected that '568-A-5 will emerge as the new de facto minimum standard for category 5 cabling.

Ethernet 10Base-T was designed to run over Category 3, which was the first data grade UTP cable out of TIA/EIA 568 Commercial Building Telecommunications Wiring Standard (July 1991).
The reason to move to Category 6 is the same as why people installed Category 5 up to nine years ago.
With Category 5E, then, you are only cabling for today, supporting systems up to GbE and up to a maximum 100 MHz of bandwidth.

Category 3 cable - Wikipedia, the free encyclopedia
Category 3 was a popular cabling format among computer network administrators in the early 1990s, but has since been almost entirely replaced by the very similar Cat-5 standard, which offers higher top speeds.
Category 3 cable, commonly known as Cat-3, is an unshielded twisted pair (UTP) cable designed to reliably carry data up to 10 Mbit/s, with a possible bandwidth of 16 MHz.
It is part of a family of copper cabling standards defined jointly by the Electronic Industries Alliance and the Telecommunications Industry Association.

The Digital Divide: A Survey of Information "Haves" and "Have Nots" in 1997
With respect to computer penetration, as in 1994, seniors account for the lowest age category (21.0% for PCs, 8.8% for on-line access), followed by the young (28.0% for PCs,17.1% for on-line access) (Charts 16, 22).
The concept of "universal service" in U.S. telecommunications policy has traditionally referred to the goal that all Americans should have access to affordable telephone service.
The computer penetration rate, however, has grown substantially in the last three years: PC ownership has increased 51.9%, modem ownership has grown 139.1%, and E-mail access has expanded by 397.1%.
