In truth, Sansa and Catelyn are much maligned, but you find on the second reading or so that they're quite sympathetic characters who have relatively little power due to the nature of Westerosi society.
As I'm a big fan of the Stark ladies (OK, I'll fess up, Arya's my favorite, but I actually like all three of them as characters), I'd say Catelyn is one of the more sensible characters, so long as her weakness (a Pendragon-level Love (Family) 26 or so) aren't being tweaked.
Eddard Stark didn't make Cersei Lannister a scheming bitch who cuckolded her husband with her own brother and spoiled her son the heir apparent into psychopathy (assuming that his incestuous heritage didn't doom him to it from the start).

I hated Catelyn, every chapter of hers was riddled with (to my eyes) blatant stupidity, and not just her character.
Eddard Stark was already suspicious, and it seemed too stupid for even him to ignore what his daughter had heard.
