In the News (Fri 24 May 19)

Ceasefire - Wikipedia, the free encyclopedia
A ceasefire is a temporary stoppage of a war, or any armed conflict, where each side of the conflict agrees with the other to suspend aggressive actions.
Ceasefires may be declared as part of a formal treaty, but they have also been called as part of an informal understanding between opposing forces.
For example, on December 25, 1914, during World War I, there was an unofficial ceasefire as both the Germans and the British sought to observe Christmas (the "Christmas Truce").

 Ceasefire
A ceasefire is a temporary cessation of violence that does not settle the larger conflict but is intended as a step in that direction.
One side may also undertake other provocative actions that are not in-line with the spirit of the ceasefire in an effort to weaken the position of its opponent, perhaps inciting the other side to break the ceasefire, bringing condemnation and pressures from third parties.
Indeed, ceasefires have increasingly been accompanied by the introduction of peacekeepers who monitor the agreements and provide a buffer zone between adversaries that helps alleviate anxieties and the potential for renewed violence.

 HIMAL SOUTH ASIAN | February 2003 | Perspective | The king’s ceasefire
In the immediate offing was an end to the mayhem on the terraces and plains just as it was beginning to make its presence felt in the valley, and there was the implied possibility of a larger peace and, ultimately, a negotiated end to the seven-year war in which nearly 8000 lives have been taken.
Before the unexpected ceasefire declaration of 29 January, there was much speculation, which has now been laid to rest by fait accompli, on who would talk to whom first – the king and the parties, the parties and the Maobaadi, or the king and the Maobaadi.
Undoubtedly, the immediate beneficiary of the ceasefire is King Gyanendra, who started his reign under the cloud of the royal massacre in June 2001, and who has been roundly criticised by the political parties for having bypassed them in appointing the Chand government.

 Ceasefire confusion
THERE was confusion Tuesday about the significance of the DRC ceasefire deal struck in Windhoek on Monday by five of the governments fighting in the central African country.
Etienne Rusamira, a rebel spokesman, said their main concern is that the ceasefire alone, if not followed by direct political negotiations, would effectively lead to the partition of the DRC by freezing the territory they have captured in the eastern half of the country.
Rwanda and Uganda, the rebels' main allies, agreed on Monday in Windhoek to sign a ceasefire accord at a later date with Angola, Zimbabwe and Namibia, which are fighting in support of the government.

The US offer of a ceasefire came after its hand-picked 25-member interim Governing Council issued a statement Saturday denouncing the Fallujah operation as "collective punishment of innocent civilians" as well as the insurgents.

Into this fray steps Cathy Young whose book Ceasefire argues that men and women aren’t all that different after all and that many of the problems often described in the media as men’s or women’s problems are, in fact, problems common to all humanity regardless of sex.
As Young aptly puts it in the title of her first chapter, "Men are from Earth, Women are from Earth." That in many circles this is still a fundamentally radical idea is testament to how pervasive sexual stereotyping in all its varieties remains.
Ceasefire is a plea to rescue humanity from the narrow box of gender that both camps want to force it into.

There is now less tension and killing of civilians on either side of the L of C. These are major confidence building measures and should be pursued to their logical conclusion, before their effects wear out as is likely to happen with prolonged inactivity or procrastination.

Nor, Mutlak conceded, would any ceasefire involve foreign al Qaeda fighters who he said were intent on a Sunni Islamic state.
Within a week or so, several groups would meet to formalize the proposal, he said, declining to name them; Sunni politics since the fall of Saddam Hussein have been marked by a fluid mix of secular and clerical groups, support for which, as they mostly boycotted the last election, is hard to gauge.
The ceasefire call came a week before a referendum on the constitution, which Mutlak and many other Sunni leaders say may lead to the break-up of Iraq into warring regions and civil war between them, the majority Shi'ites and ethnic Kurds.
