Cecil County is governed by county commissioners, the traditional form of county government in Maryland.
Cecil County is in the extreme northeast corner of Maryland, south of the Pennsylvania line and west of the Delaware line.
In the county the population was spread out with 27.70% under the age of 18, 7.50% from 18 to 24, 31.20% from 25 to 44, 23.20% from 45 to 64, and 10.50% who were 65 years of age or older.

According to a tradition held by one branch of the Ward family of Sassafras Neck, Cecil County, Maryland, the progenitor of the family was descended from a branch of the English family to which the Wards of "Dudley" in England belonged.
The probability is that the immediate ancestors of the Wards of Cecil went from Virginia to the Eastern Shore and thence to their final settlement in Cecil County.
In 1692 the Act dividing the Province of Maryland into parishes was passed and William Ward was one of the Justices and Commissioners who divided Cecil County into the parish of North Sassafras on Saint Stephens and South Sassafras on Shrewsbury.

Origin: Cecil County was erected in 1674 from Baltimore and Kent counties by proclamation of the Governor.
The County was named for Cecilius Calvert (1605-1675), Second Lord Baltimore, and founder of the Maryland colony.
Although he never lived in Maryland, Cecilius Calvert was Proprietor of the colony from 1632 until his death in Middlesex, England in 1675.

The family of David Jarvis, descendant from Captain Henry Ward, has a number of heirlooms from the Wards, including a map and deed for Poplar Neck to Henry Warde, which was signed by Charles Calvert (in his father's name) in February 1674.

Having just completed the county’s Chesapeake Bay Critical Area Program, considered by many to be a model and innovative approach to natural resource protection, Redman/Johnston Associates, Ltd. (RJA) and Rodgers, Golden and Halpern (RGH) were retained in 1990 to work with the committee and prepare the updated plan.

It is evident that even as he spoke to me that day plans were being submitted to the Cecil County Planning Office to change the concept plan of the North East course's development plan to eliminate the golf course, placing townhouses and single family homes on what are now fairways.
All who have looked at the plan think the owners are out of their minds and that Cecil County will never approve such a flawed concept.
