Cecil Frank Powell - Wikipedia, the free encyclopedia
Cecil Frank Powell (December 5, 1903 - August 9, 1969) was a British physicist, awarded the Nobel Prize for Physics in 1950 for his development of the photographic method of studying nuclear processes and for the resulting discovery of the pion (pi-meson), a heavy subatomic particle.
The pion proved to be the hypothetical particle proposed in 1935 by Yukawa Hideki of Japan in his theory of nuclear physics.
Powell was also awarded the Lomonosov Gold Medal in 1967, and was a signatory to the Russell-Einstein Manifesto in 1955.

Cecil testified: I went to Ireland to tell him and ask him if he wanted me to talk to the Union, or if he would direct to the Union, that I was not going to sign the check-off and join the Union.
Powell added that Culvey has ``never asked me of any Beck rights as such.'' Powell next testified that Cecil, ``at some point in time'' during their confrontation, ``mentioned something about a right to work state'' ``he believed Michigan was an open state.
Powell emphasized that Cecil never asked for ``more information'' on dues ``calculations'' or related matters pertaining to ``membership obligations'' and ``check-off.'' Powell insisted that Cecil was not ``required to accept full membership'' with its ``responsibilities.'' And, other employees, including Culvey, were never ``asked'' or ``required'' to do more than just pay the dues.

In 1928 Powell was appointed research assistant at the Henry Herbert Wills Physical Laboratory at the University of Bristol.
In plates exposed at the top of high mountains or sent up in high-altitude balloons, cosmic-ray interactions were recorded, and, in 1947, the data revealed the existence of the pion (+) as well as the process whereby it decays into two other particles, an antimuon (mu-meson) and a neutrino.
Powell also discovered the antipion (-) and, in 1949, the modes of decay of kaons (K-mesons).

While 1997 is being widely celebrated as the hundredth anniversary of the discovery of the electron by J.J. Thomson at Cambridge, the 50th anniversary of the 1947 discoveries of the pion by Cecil Powell at Bristol and 'V-particles' by George Rochester and Clifford Butler of Patrick Blackett's group in Manchester draw less attention.
Powell had been a research student under C.T.R. Wilson at the Cavendish Laboratory in Cambridge, before joining the H.H. Wills Physics Laboratory, (also known as the Royal Fort), at Bristol University in 1928 as an assistant to the Director, Arthur Tyndall.
Powell and a young Bristol graduate, Hugh Muirhead, were the first physicists to look at the event, which they immediately recognised as being two related mesons.

Powell Cecil Frank Papers and correspondence, 1919-2002. AIP International Catalog of Sources
Powell's research is represented chiefly by contemporary letters recording the high altitude balloon flights in Sardinia in 1952 and 1953.
Powell's public life in national and international affairs remains scantily documented, only a few records of Pugwash conferences and a little correspondence, disproportionately skewed towards the second half of the alphabet, surviving what was believed to be the wholesale destruction of his correspondence and papers after his death.
The principal component of the second supplementary collection is an alphabetical sequence of correspondence running A-S. This sequence, which was believed lost, precedes that running S-Z, which is presented in catalogue CSAC 111/2/86.

With respect to former County Council members Cloutier and Powell, against whom it is impossible to obtain prospective injunctive relief, Acierno concedes that the order denying their motion for summary judgment on legislative and qualified immunity grounds is immediately appealable.

Acierno has not cross-appealed the granting of the defendants' motion for summary judgment with respect to the procedural due process claim, and thus, we have no occasion to address this theory of the complaint in this opinion or to consider whether we would have had jurisdiction over a cross-appeal.
