Next, through a case study analysis of salmon habitat projects in the Cedar River of Washington State, I identify and explore the underlying themes and inconsistencies that arise between the use of restoration as an academic concept and as a public policy tool for achieving social ends.
River restoration is under active discussion by the Cedar River Council because past and present land use, fishing, and water withdrawals have dramatically altered the landscape from its historical state while fish populations have declined, much wildlife habitat and hydraulic connectivity has been lost and flooding continues to occur.
Yet with the upper two thirds of the river protected from development and logging under a Habitat Conservation Plan, the water quality high and the river serving as an accessible source of quality recreation for many, this river and its watershed could be considered to be in very good shape.

Our specific objectives for this year at the Wind River Canopy Crane Site were to investigate aspects of tree water loss at different levels of biological organization, to assess the degree of water storage in the trees, and to observe water potential gradients in the trees.
At the Cedar River Watershed, we have a large dataset which we plan to synthesize using a canopy reflectance and productivity model which utilizes our measurements of canopy reflectance, light extinction coefficients, LAI, and other physiological measurements.
Our study is being conducted at three forested sites in Washington that are expected to exhibit different carbon budgets and are regionally important: clonal Populus stands near Wallula, old-growth and second-growth silver fir (Abies amabilis) stands in the Cedar River Watershed and at the old-growth mixed Douglas Fir/Hemlock at the Wind River Canopy Crane site.
