		The Association of Municipalities and Cities of the Federation of Bosnia and Herzegovina, with support from USAID and SIDA Project of Governance Accountability (GAP-a), and in cooperation with the Federal Ministry of Justice organized the Conference on the Reform of the actual-legal relations in the Federation of BandH, in Sarajevo, on the March, 23rd, 2006.

	Rule of law in public administration
		Both in the judiciary and municipal administration, many officials have been ethnically cleansed from their pre-war municipal administrations, to be replaced by inexperienced and untrained political appointees.
		Municipalities are allowed to specify, in their individual Statutes, how many members and how many portfolios the Executive Board will have.
		According to some Municipal Council members, a few Bosniak citizens tried to obtain the necessary documents from the public records office in Capljina, but their requests were refused.

	Report on the State of Human Rights in BH in 2002
		Jovan Mitrovic, MP in the national Assembly of the RS and the President of the Democratic People's Union for the municipality of Zvornik is the only politician in the RS who stood against those who block the return of Bosniaks to that area.
		In this municipality, 5,000 KM have been set-aside in the budget for the return of Bosniaks, and 100,000 KM for the stay of Serb refugees and displaced persons.
		In Konjevic polje, in the municipality of Bratunac, the following slogans were written: «Knife, wire, Srebrenica», «Sarajevo Markale», «This is Serbia» and, moreover, Bosniak returnees were being insulted and threatened, according to «Oslobodjenje», in presence of about ten local policemen and members of the IPTF who did not react.

		In many cases, Bosnian Muslims, Bosnian Croats and other non-Serbs were required to sign documents stating that they were turning over all of their property to the Bosnian Serb republic in order for Bosnian Serb authorities to allow them to leave or to release them from detention facilities.

		Radovan KARADZIC was born on 19 June 1945 in the municipality of Savnik, presently Republic of Montenegro, Federal Republic of Yugoslavia.
		In late December 1991 the leaders of the SDS began preparations for the physical take-over of power in those municipalities of Bosnia and Herzegovina where Serbs did not have clear control, and for the subsequent implementation of a general plan for ethnically cleansing the areas they considered to be Serbian.
		They operated at both the regional and municipal levels of authority as the bodies that would be responsible for the co-ordination of the execution of most of the operational phase of the plan for ethnic cleansing.
