BORDERING ON CHAOS - THE CEMEX STORY. BY PETER KATEL. IN MEXICO CONNECT MAGAZINE
Cemex is a company on a high tech roll that has carried it in scarcely a decade from a sleepy perch in northern Mexico to its place as the world's third-largest cement company.
Cemex executives will dutifully tell you that the idea of going high tech came from chair and CEO Lorenzo Zambrano, a 53-year-old Stanford MBA whose grandfather consolidated Cemex as a modern company in the 1920s.
Cemex people like to use the English word "empowerment." North of the border, this term may have lost some of its freshness, but in Mexico it still has the ring of a call to arms.

 Wired 10.07: Cemex
Cemex, a 96-year-old cement manufacturer based in Monterrey, the business capital of Mexico, is using a global network and a focus on emerging markets to revamp one of the oldest of old-line industries.
Cemex also sells dry, bagged cement through thousands of small distributors, most of which are online, allowing Zambrano to track their needs and do a little ecommerce.
Cemex's IT operation has been so successful that the company spun it off in 2000 as an ebusiness consultancy, Neoris, which now has clients all over Latin America.

 Cemex Case Study
CEMEX owns Southwestern Sunbelt, a U.S. importer with import terminals across the southern-tier of the U.S. The price of cement is largely determined by the transportation costs involved in delivering the cement.
In response to a CEMEX petition, the General Agreement on Tariffs and Trade (GATT) Committee on Antidumping Practices established a Panel to examine whether or not the U.S. antidumping investigation was consistent with the terms of the GATT treaty.
In October, 1992, the Panel determined that the investigation was inconsistent with GATT Article 5:1 because the U.S. authorities had not established that prior to initiation that the petition was on behalf of all or almost all of the producers in the regional market.

Fool.com: Cemex Ole! [Motley Fool Take] April 22, 2004
In its press release, Cemex could have led with its rise in net income and then hoped that the less diligent didn't pay attention to its far less spectacular but more important operating income numbers.
Cemex's rise came with increasing construction in nearly every one of the 30 markets internationally that it serves, including a 16% rise in the United States, where it is the second-largest producer.
Cemex management does not seem to concern itself too much with raw trends -- do not be surprised if its continued search for opportunistic acquisitions causes it to lever up its balance sheet in the short term.

Cemex timed its tilt to perfection   (Site not responding. Last check: 2007-11-02)
Cemex has set the scene for its offer cleverly, stressing Rinker's reliance on Florida's housing market and forecasting that it will take until the end of the 2008 fiscal year - long after the offer has closed - before that market is in balance, with the benefits not flowing through to Rinker until 2008-09.
In its favour is its track record, the credibility of its management, the quality of its position in the high-growth regions of the US market and that its assets in the critical aggregates segment of the industry value chain are not readily replicable.
Thus there is a lot of space for Cemex to play in between its $17-a-share bid and the value of Rinker to Cemex when Florida's housing market settles and returns to its long-term trend lines.

Cemex's Patrimonio Hoy program is growing rapidly, but I noticed last month that many people had dropped out of the program in one Guadalajara neighborhood.
CEMEX has learned how to deal with these subtle differences, and they are way ahead of any other company I have encountered that is targeting the lower-income communities.
In cases involving low-income communities, like the case of Cemex, we found that they were aware that they had to go beyond introducing small cement bags – easy, small cement bags that people can walk home with because they don't have money to own a truck – that wasn't going to be enough.

ATSDR has concluded that the concentrations of the chemicals detected in the stack gases of the CEMEX cement plant when burning coal, or 19.2% tires with coal, are unlikely to result in adverse public health effects in the communities near the plant.
The corrections made in the tables lower the public’s exposure, therefore the changes do not affect the ATSDR conclusion that the CEMEX stack emissions are not a public health hazard and no other revisions of the health consultation are needed.
