Two years ago as part of its continuing effort to encourage greater transparency and accountability in government, the Center for Media and Public Policy began the 990 Project, a continuing study of the IRS Form 990 reports filed by teachers' unions representing the nation's 100 largest public school districts and their 50 state-level affiliates.
While partial explanation of the poor compliance rate of the unions may be ignorance of IRS regulations, it is disturbing that a third of the 100 largest district teachers unions failed for whatever reason to follow the law regarding public disclosure.
For 2002, however, the Media Center's request for the union's 990 was answered with a copy of the Form 990 for its political education fund.
